The Council of Europe, which operates the European Court of Human Rights (ECHR), has chosen Jylo as its legal AI platform after a competitive tender, in what is a very high-profile client win for the startup.
The Council of Europe is distinct from the EU, but is responsible for several major international treaties and has considerable influence regionally and globally, both on a legal dimension and politically.
Shawn Curran, CEO of Jylo, told Artificial Lawyer: ‘The Council of Europe’s team has demonstrated a clear and comprehensive AI strategy and as one of the organisations complying with European AI regulation, their insights have provided great learning opportunities for both the Jylo team and our product.
‘This will benefit our broader international organisation and legal sector customers, and we are convinced that this partnership will further establish Jylo as one of the leading European AI vendors.’
While John Hunter, CIO of the Council of Europe, said: ‘At the Council of Europe, our mission has always centered on advancing human rights, democracy, and the rule of law across the continent – including the responsible use of artificial intelligence.
‘Partnering with Jylo represents a strategic alignment with this mission: Jylo’s commitment to regulatory compliance, security and their overall platform approach really sets them apart. Their deep understanding of the governance landscape and willingness to adapt to our evolving requirements made them the ideal partner for enabling AI innovation across our organisation.’
As to what Jylo provides, the company stated that they deliver AI-driven ‘workflow automation’ that helps ‘eliminate administrative overheads and empowers teams to focus on core priorities’. The UK-based company noted that this includes supporting the public sector and governmental institutions.

Commenting on the technical benefits of using Jylo, Alain Mielle, Head of Innovation for the Council of Europe, added: ‘[Jylo’s] Assistant feature enables us to efficiently automate a wide variety of document-centric workflows, which is vital in an organisation handling extensive legal and policy documentation.’
Jylo concluded by underlining that they are genAI model agnostic, that no customer data is used for training its AI tools, and the platform is built with European regulations and security standards at its core.
Congrats to the Jylo team, it’s not every day you win a client like the Council of Europe.
