Andhra Pradesh government clears IBM proposal to install quantum computer in Amaravati

The Andhra Pradesh State Government (GoAP) on Monday approved IBM’s proposal to install a quantum computer at the Amaravati Quantum Computing Centre (AQCC).

According to G.O. MS No.34, issued by Secretary (IT, E&C) Katamneni Bhaskar, the State has embarked on an ambitious initiative to establish a “Quantum Valley” (AQV) in Amaravati, aiming to develop a global hub for knowledge, innovation, and technology in quantum computing and related deep technologies.

A Detailed Project Report (DPR) was submitted to the Capital Region Development Authority (CRDA), which allocated 50 acres for the project. To institutionalise the vision, the State government decided to set up a specialised company, the Amaravati Quantum Computing Centre (AQCC).

In its first board meeting in July 2025, AQCC resolved to issue an Expression of Interest (EoI) to attract companies interested in setting up a quantum computer in AQV, with the goal of fostering an ecosystem benefiting universities, research institutions, startups, and industries.

The EoI received two responses. IBM proposed installing a 133-qubit, 5K gates quantum computer in Amaravati at no capital cost to the State government, provided a facility of around 2,000 sq. ft. with uninterrupted power, advanced cooling, and secure networking was made available. IBM also offered subsidised rentals at ₹10 per sq. ft and 250 hours of free computing time annually for academic and government institutions in Andhra Pradesh for four years.

The second proposal, from Bengaluru-based startup QPiAI, suggested setting up a smaller system at VIT (Amaravati) with no rental or usage charges, but with an estimated ₹6 crore capital cost to be borne directly by VIT. This proposal, however, did not fall within the AQCC’s scope.

After careful consideration, the AQCC Board approved IBM’s proposal with modifications: rental charges at ₹30 per sq. ft as per State government norms, 365 hours of free computing time annually for academic and government institutions in Andhra Pradesh, and power and cooling costs to be borne by the State government.

The State Quantum Mission endorsed the AQCC Board’s decision, clearing the way for the installation of the IBM quantum computer.
