OpenAI, Oracle, and SoftBank have announced plans to expand the Stargate AI infrastructure project with the development of five new data centre sites in the US.
This expansion will increase Stargate’s capacity to nearly 7 gigawatts (GW) and is backed by over $400bn in investments over the next three years. It is part of a broader strategy to meet a 10GW, $500bn commitment by the end of this year.
Sites for the new data centres have been identified at Shackelford County in Texas, Doña Ana County in New Mexico; and a yet-to-be-disclosed location in the Midwest.
These sites, along with potential expansions near the Abilene, Texas flagship site, are projected to deliver more than 5.5GW of capacity and create more than 25,000 onsite roles.
SoftBank Group chairman and CEO Masayoshi Son said: “Stargate is harnessing SoftBank’s innovative data centre design and energy expertise to deliver the scalable compute that powers AI’s future.”
The partnership between OpenAI and Oracle, formalised in July, aims to increase Stargate’s capacity by 4.5GW, with an investment exceeding $300bn over five years. Evaluations for additional site locations are underway.
In addition, two more sites are planned to scale to 1.5GW over the next 18 months.
These sites, are a result of a collaboration between SoftBank and OpenAI. They include a facility in Lordstown, Ohio, which is expected to be operational in 2026, and another in Milam County, Texas, developed with SB Energy, a SoftBank Group company.
These projects aim to enhance the efficiency and scalability of AI computing infrastructure.
The locations were said to be chosen after a comprehensive process that reviewed over 300 proposals from more than 30 states.
The new centres will be integrated with the existing Stargate campus in Abilene, which is currently operational on Oracle Cloud Infrastructure (OCI).
OpenAI CEO Sam Altman said: “AI can only fulfil its promise if we build the compute to power it. That compute is the key to ensuring everyone can benefit from AI and to unlocking future breakthroughs.”
Oracle began deploying Nvidia GB200 racks in June2025, to support OpenAI’s upcoming research projects.
Originally announced in January at the White House with US President Trump, the $500bn Stargate commitment seeks to bolster investment in US AI infrastructure.
Oracle CEO Clay Magouyrk said: “Oracle’s reliable, scalable, and secure AI infrastructure is helping OpenAI rapidly scale its business. To meet this enormous demand, we continue to expand OCI’s footprint at an unrivalled pace to deliver the most performant and cost-effective AI training and inferencing.”
